An introduction to ICMC's Work with the United Nations Human Rights Council (HRC) successor to the United Nations Commission on Human Rights (CHR)

Introduction

UN Human Rights Council: Created 2006

Created in 2006 by resolution 60/251 of the UN General assembly as a restructuring of the UNCHR, this 47-member Council is the main UN body that deals with human rights issues. Elections for the first council members took place in May 2006. The UNHRC fully replaced the UNCHR in June, when the older organization was formally abolished and the newer organization met officially for the first time.

UN Commission on Human Rights: 1947-2006

Following its creation in 1947, the CHR concentrated on standard setting and the drafting of conventions and treaties for its first 20 years. It has since, until its 2006 demise, elaborated a number of country and thematic mechanisms that deal with violations of human rights-civil and political, as well as economic, social, and cultural-in all world regions; this includes the formation of a Special Representative of the Secretary-General on Internally Displaced Persons and a Special Rapporteur on the Human Rights of Migrants.

These mechanisms monitor the compliance of States to international human rights laws and investigate alleged violations of human rights. A six-week annual session of the Commission is the occasion for governments, international organizations, and non-governmental organizations (NGOs) to assess, denounce, and make recommendations to laws and protocols in the field of human rights; over 3,000 delegates from member and observer States and from NGOs have participated at each session.

ICMC's Work with the Council and the Commission

ICMC focuses its action at the Human Rights Council on issues related to the rights of migrants, internally displaced persons, refugees, on racism, and on the implementation of relevant norms and conventions relevant to migration.

Special ICMC/CHR panel presentation
As a member of the Steering Committee of the Global Campaign for the Ratification of the Convention on the Rights of Migrants, ICMC co-sponsored with the High Commissioner for Human Rights a panel presentation held as a parallel event to the 58th Session (March-April 2002) of the United Nations Commission on Human Rights.
